Agh, College Intersection Problems

For no reason at all, our college upgraded the main intersection with a flashing yellow arrow indicator to the road heading straight for the campus. Great, except where's the green arrow (it has one)? Where's the sensors (no camera and the old magnetic loop is ripped out)?

I paid $1,776 to a college that can't into intersections.

Honestly, I don't mind that intersection design. All it does is help make it obvious that you can turn left at any point if there is no oncoming traffic. It's not really THAT confusing. Especially because it should have the big sign above it...
It actually helps motivate some people to make the left turn across traffic who would normally sit at the light and insist on waiting for the green arrow like an idiot (which they are allowed to do, but still...)

Truth be told, there wasn't a turn signal at that intersection before but what's the point of a green arrow when it doesn't detect a car that weighs 1 and a half tons?

But if anything, the yellow flash should have been the ideal choice waaaaay back a few decades ago.

The brilliant people at the University of Maryland have decided to remove the main road, and only one of two, that people use to get from the South side to the North side of campus. They want to reduce cars on campus, so I guess taking out the roads is a good start.
